Suba needs degree to serve as police captain

Guam - Paul Suba isn't giving up on returning to the force.  Just a few days before his retirement was to become official, Suba is still looking to return to his old stomping grounds, possibly to his previous position as a police captain.  The Department of Administration confirms that they would need to look at all the qualifications and Suba would have to go through the merit system before being placed back on the force. 

Meanwhile, public safety oversight chair Senator Adolpho Palacios wrote a letter to the Department of Administration, reminding them of the law enacted last year that would require Suba to have a bachelor's degree in criminal justice in order to hold the rank of police captain, which he previously held.  Suba, however, does not have a bachelor's degree from an accredited university - instead from an online institution that gives degrees based on life experience.
