Senators spend day debating utility bills

Guam - Legislation involving revenue bonds needed for improvements of the island's utilities made up for all-day discussion on session floor.

Bills 365 and 368 would allow Guam Waterworks Authority and Guam Power Authority to go out onto the bond market to secure funding for infrastructure improvements it would also include the necessity to raise rates.
