Foreign workers' wages discussed with GCA

Guam - District Director of the U.S. Department of Labor Wage & Hour Division, Terence Trotter, was the keynote speaker at today's Guam Contractor's Association meeting.  Trotter briefed the GCA on the Davis Bacon Wage Survey for Guam, which will help determine the prevailing wage to pay workers for all military- and federally- funded construction projects as a result of the passage of the Fiscal Year 2010 Defense Authorization Act.

The survey will be conducted this May, Trotter says these rates give you an idea of the local rate minus foreign labor as they do not include H-2 workers.  He said, "We would like to meet with as many representatives in the community as possible so there is no confusion, for example if you have H-2b employees they can't be included in the survey. It's not intended for that. That's on the form as well but we want to educate people on how to complete the form and the result will be a wage determination."

There will be a Guam Prevailing Wage Conference on May 17-20.
