Guam - Department of Administration Director Lou Perez was scheduled to appear before Superior Court Judge Arthur Barcinas this morning to explain why the government hasn't issued COLA certificates and promissory notes as ordered by the court. The Attorney General's Office had sought a continuance of today's hearing but the hearing remained on the judge's calendar.
The government has stalled in issuing the notes to Government of Guam retirees and COLA class counsel Mike Phillips who contends by doing so, the government would be acknowledging the debt they owe to the COLA class.
