Guam - Random drug testing was conducted for various positions at the Department of Public Works. One employee tested positive while another had a diluted sample and had to retake the test and later passed. Federal receiver's Gershman, Brickner & Bratton special principal associate David Manning confirms a solid waste technician tested positive for drugs.
It was the first offense and Manning says the employee who failed the test received administrative action in accordance with government rules and regulations. The employee still has a job but is no longer allowed to drive.
