Guam - COLA class counsel Mike Phillips has asked a Superior Court judge to order the Department of Administration to prepare and issue him a COLA certificate and promissory note. The Attorney General's Office, however, has asked that his case against the government be dismissed, as they contend Phillips is not entitled to a COLA certificate.
In a reply brief to the court, Phillips argues that he is entitled to receive the note and certificate. DOA Director Lou Perez meanwhile is scheduled to appear in court Wednesday morning to answer to the court why she has not issued certificates and notes to COLA recipients as ordered by the judge.
