Guam - Department of Administration Director Lou Perez has until next Tuesday to issue COLA certificates to retirees; otherwise she must appear before Superior Judge Arthur Barcinas to explain why she hasn't.  The court set a hearing date for next Wednesday.

Perez, meanwhile, must respond to a Freedom of Information Act request sent by COLA class counsel Mike Phillips last week.  The request seeks information about certificates of claim DOA allegedly issued in August or September of 2009.

The hearing is scheduled for the 21st at 9 in the morning.
