Guam - A federal indictment was handed down against Crystal Carter and Tasha Lloyd. The two are charged with conspiracy to commit theft of government property and theft of government property. The two women are accused of stealing merchandise, gift cards, clothing, jewelry and handbags from the Navy Exchange and the Army and Air Force Exchange Services in Guam that they were not entitled to.
The value of what was allegedly stolen exceeds $23,000.
