The passage of H.R. 3940 comes one month after Congresswoman Madeleine Bordallo first introduced the bill. The measure was approved two weeks ago by the House Committee on Natural Resources.  In a news release Bordallo states, "The passage of H.R. 3940 by the U.S. House of Representatives today advances the issue of political self-determination in the non-self-governing territories by providing federal funding for political status education."

H.R. 3940 will now be transmitted to the U.S. Senate for consideration in their chamber.
