Acting Assistant Secretary of the Navy for Installations and Environment Roger Natsuhara told island leaders today that the proposed military buildup on Guam has the potential to be a significant, transforming event for the community.

Natsuhara agreed with concerns raised by island leaders, saying the scope, complexity and magnitude of the buildup necessitates providing ample time for review of the draft environmental impact statement.

Military Buildup Committee Chairperson Senator Judi Guthertz said, "You need to make this transparent and you need to take our input seriously. We also don't want to be put on a position were we have to adjust everything we do in the civilian community to accommodate the military. I think it would have to be joint initiative it can't be one-sided."
