GFT President fires back at DPW Director's comments

Guam Federation of Teachers President and senatorial candidate, Matt Rector, is refuting comments recently made by DPW Director Larry Perez's. Rector says he did not walk out of recent negotiations regarding the now expired collective bargaining agreement for bus drivers.

He says that he, and the GFT attorney, left the meeting because there was nothing more to negotiate since Perez wanted a provision included into the CBA that would allow federal and local laws as well as rules and regulations to supercede the agreement.

"That provision is in–Organic, it's illegal by local law and it's illegal by rules and regs. It's quite clear that no laws can be passed to impair an existing contract that's in the organic act. It's quite clear in PEMRA and local regs (regulations) that collective bargaining agreements supercede rules and regs," said Rector.

In order to resolve the issue of GFT calling Perez's provision in–organic, he requested the Attorney General's Office to look into the agreement. The AG's office stated DPW's provision is neither in–Organic nor violates and federal or local law.
