Officers push for legislative debate on Bill 239

With several dozen Guam Police Department officers in attendance, senators began session this morning by adding Bill 239 on to the session agenda. Officers showed up to express their desire for senators to include the legislation, which has already received significant positive testimony during several public hearings, on the current agenda.

The measure would increase public safety and law enforcement personnel pay by 39% over a 5 year period. Officers are requesting the bill's original 9% increase to go into effect on October 1 of this year, be left in tact in the legislation as there have been discussions that the first year increase could be reduced to as low as 2% because of problems identifying a funding source to make the pay increases a reality.

Senators then began discussing Bill 295 which would require that those in appointed positions that require legislative confirmation serve in an active capacity for no more than 90 days.

Members of the Guam Federation of Teachers were also in attendance to show their disapproval of Bill 248 which would allow for charter schools to help supplement Guam's education system.

Senators have recessed until 2pm.
