GWA, CCU request for suspension of development in central villages

The Guam Waterworks Authority's sewer system, which supplies Tumon, Tamuning and the central villages on Guam (including the Guam International Airport) has reached its limit. GWA interim general manager John Benavente, along with engineers from the utility agency, requested the Consolidated Commission on Utilities to declare a moratorium on new development.

GWA chief engineer Don Antrobus said, "What we'd like to prevent is sometimes these developments are moving to the point where they want to go to construction and then they show up at our doorstep with a building permit, without ever having approached us prior to that."

Benavente says the upgrades could take anywhere from 12-18 months.
