While it appears the Guam Police Department will have more than $1,000,000 in lapses, officials from the agency contend they need every penny. During budget discussions today before the Legislative Committee Finance & Taxation, police chief Paul Suba indicated that while additional funding would be gladly appreciated, adding that he expects the department's budget is adequate.Concerns, however, were raised that GPD continues to have lapses that go unspent. GPD administrative services officer Kathy Taijeron said, "We can only spend whatever is the cashflow going through [sic]. We have a 5% reserve. Allotments are put in place. I'm only allowed to move money; I move money from personnel to try to cover up utility bills. They're there and I'm in constant communication with the Bureau of Budget Management & Research. We do have a lot of needs."
