Issues discussed involved federal highway funds, to justification of hiring limited-term appointments over full-time employees and an employee from the Bureau of Budget Management & Research - about which Department of Public Works director Larry Perez didn't know how long he'd been working at the agency - it was clear to senators about the agency's problems. Guam's elected lawmakers surmised that the reason employees leave DPW and no one wants to apply there is because of dysfunctional management going on."You've had people leave DPW and the reason they do is the dysfunctional management leadership there. I'm telling you I've talked to engineers who have left DPW and their reason is they can't seem to get leadership, people are assigned to over see them, they are assigned out of the functional areas and things like that," Perez said.
