A massive influx of cash is needed by the Guam Public School System in order to come into compliance with Public Law 28-45, better known as the Every Child is Entitled to An Adequate Public Education Act. Based on draft findings compiled by GPSS chief planner Wil Castro from data received to date, total mitigation costs are currently more than $42 million. Breaking that down, just over $28 million would go towards certified staff including guidance counselors, professional administrators, teachers, health counselors and allied health professionals.

For air conditioning units to be repaired or replaced, Castro's numbers indicate that $3.5 million is needed. $451,000 more would go towards providing safe drinking water, $288,000 towards electricity, and another $484,000 for proper sanitation.

These numbers have not been finalized and will likely be revised once more detailed data compilation has been completed.
