24-year-old Zachary Carriaga is accused of impersonating a Department of Public Health inspector by threatening a local restaurant owner to pay up or face closure. He's accused of calling the owner of a Harmon restaurant last night, demanding that if he didn't pay him $350 today, he would shut it down.

Carriaga tried to collect the money this afternoon, but it turns out the police were waiting for him. He was charged with theft by threatening and impersonating a public official.
