On the same day in which the 24th Annual Pacific Islands Conference on the Environment officially kicks off, the local head of the Guam Environmental Protection Agency has passed away. According to Governor's spokesperson Tony Lamorena, Fred Castro passed away this morning at the Guam Memorial Hospital in Tamuning. Castro also served the island as the former chairman of the Republican Party of Guam.Castro was 55 years old.
