AG's Office reviewing CSC recommendation to terminate Perlita Succang
Attorney General Douglas Moylan is weighing in on the Civil Service Commission's recommendation to fire Perlita Succang. The CSC recommended Succgang's current employer, the Department of Public Works, terminate the former engineering supervisor from the Guam International Airport Authority after finding evidence of alleged collusion in negotiating a construction contract.
DPW director Larry Perez turned the matter over to the AG's office, and now Attorney General Douglas Moylan says Succang's due process rights were violated in the course of that investigation, leaving no grounds for termination. Explained the AG, "Ms. Succang has a due process right to be served with adverse action and an action has to be taken 60 days after the government known or should of known, because of the protections for employees like Ms. Succang, the Department of Public Works should not and can not terminate her."
Moylan says his office will investigate the criminal aspect of the situation further, and that Succang's actions could still be punishable by the court system. CSC director Vern Perez did not want to comment on the AG's opinion.
