Who is really in charge of GPSS?

Just today the front page of the newspaper came out and said that the governor's office will not give any more money to the GPSS because it may jeopardize other things within the government that may be more important like healthcare, etc.

 

I think the governor's office my be making a play at the power within the GPSS and this is his way of dealing with the USDOE's letter from the AG as to who is in charge of GPSS. Oh by the way, I heard the governor just left to Hong Kong yesterday.
