December 1 is the deadline for the implementation of an executive order calling for the merger of the Department of Integrated Services for Individuals with Disabilities and the Department of Mental Health. The agencies along with the governor via their attorney in the permanent injunction case have filed their response to the court monitor's status report submitted earlier this month.
The status report outlined various deficiencies in the government's efforts in complying with the permanent injunction including the lack of specifics outlining how the merger of the two agencies was to transpire. Governor Felix Camacho signed the executive order on November 10, in effect transferring residential homes on Guam and off island managed by DISID to Mental Health.
The court monitors meanwhile will be meeting in chambers with District Judge Consuelo Marshall tomorrow morning.
