Another status report has been filed by court monitors in the ongoing permanent injunction case against the Department of Mental Health and Substance Abuse and the Department of Integrated Services for Individuals with Disabilities. The monitors have been tasked to report on progress, if any, on the government and the governor's efforts to come into compliance with the permanent injunction.
November's status report indicated the monitors' continued concerns about the proposed merger of the two agencies. According to news files, on November 10 the governor signed an executive order transferring residential homes on Guam and off island managed by DISID to the Department of Mental Health. According to the monitor's report, they applaud the efforts but note that it hardly comports with what was envisioned in terms of a full merger or reflects the intent of what had been memoralized in the draft executive order submitted in September.
