U.S. Navy Base Guam is in some hot water with the U.S. Environmental Protection Agency for permit violations under the federal Clean Water Act. A news release states the EPA has issued a Finding of Violation because of discharges from the Apra Harbor Wastewater Treatment Plant that exceeded water quality permit limits, and several un-permitted discharges to the Namo River during the repair of the Fena Water Treatment Plant.
The Navy also did not fully or properly implement controls for storm water discharges from industrial activities located on the base, and three Navy construction sites on the base did not have proper storm water pollution measures.
