The Attorney General's Office, on behalf of the government of Guam, filed a supplemental brief to its financing plan for the Ordot consent decree. Although it was due on Monday, the addendum was submitted late because officials had to wait for the government's financial advisers, Bank of America, to prepare its market update regarding the financing potential for the government of Guam. The supplenent paints an even bleaker outlook for Guam's efforts to borrow money on hte bond market, something it desperately needs to close the dump and open Layon.
District Court of Guam Chief Judge Frances Tydingco Gatewood is expediting next month's status hearing on the Ordot consent decree by moving it up to next week. This was a result of concerns raised by federal receiver Gershman, Brickner, and Bratton, on the government's financing plan and other issues surrounding the Guam Environmental Protection Agency.
